To my knowledge, this spur was ever built; reference the "Do not consider" notation. But could this be the reason for construction of the cutback track?  Getting up the hill to service a stone crusher serviced by the P&CSRR?  It is interesting that this appears to be a report of "Track Laid in the year 1911" yet it probably never happened.
